Over 11,000 residents were evacuated after record rainfall of 645mm (25 inches) hit the area within 24 hours.
The extreme weather temporarily cut off roads and disrupted power and communications in eight towns.
Rescue and search operations are ongoing as authorities work to restore basic services.
