Vietnam's Haiphong city was severely impacted, experiencing power outages and high waves.
In response, the government evacuated over 50,000 people, suspended operations at airports and closed schools in 12 provinces.
The storm previously killed 16 in the Philippines and two in Hainan, leaving a trail of destruction.
