Trump Deploys Troops to Portland, Authorizes ‘Full Force’ for ICE Protections
President cites “war-ravaged” conditions in city and orders military support amid rising tensions over immigration protests
President Donald Trump has ordered the deployment of U.S. military forces to Portland, Oregon, declaring the city “war-ravaged” and directing troops to protect Immigration and Customs Enforcement (ICE) facilities from what he labeled as attacks by “domestic terrorists,” including Antifa.
He said the deployment would come with authorization for “full force, if necessary”.
In remarks posted to his social media channel, Trump said he had instructed the Defense Secretary to send “all necessary troops” to safeguard federal installations he claimed were under siege.
The directive marks a sharp escalation in the federal role in city security, mirroring earlier deployments in Los Angeles and Washington, D.C.
Oregon Governor Tina Kotek and Portland Mayor Keith Wilson swiftly rejected the rationale for military intervention, insisting the city is stable and that no such deployment is needed.
Kotek stated unequivocally that “there is no mission for them right now”.
Wilson added that unless the federal government instigates unrest, there is no justification for troops in Portland.
Though Trump framed recent protests at the ICE site as evidence of escalating danger, local data show a significant drop in violence: between January and June 2025, Portland saw homicides fall by 51 percent compared with the same period in 2024.
Many residents and city officials have pushed back on Trump’s characterization of Portland as a battleground.
At this moment, it is unclear whether the forces will be drawn from the National Guard, active duty military, or a mix of both.
The Pentagon and Oregon National Guard have not confirmed whether formal deployment orders have been submitted.
Some observers raise concerns over the Posse Comitatus Act, which limits the use of military forces in domestic law enforcement roles without express statutory authority.
