The Arakan Army (AA), an ethnic minority armed group, attacked junta forces, ending a ceasefire since a 2021 coup.
The AA claims these attacks killed over 70 civilians in Byain Phyu village. The junta denies this and calls it propaganda.
Communications are mostly cut off in Rakhine, making verification difficult.
Guterres demands an end to the persecution of the Rohingya minority, who have been forcibly displaced by the AA and recruited by the junta.
Northern Sagaing also saw civilian deaths from airstrikes. Human rights groups accuse the junta of retaliatory strikes against opposition-supporting communities.
The ongoing conflict has displaced 2.7 million people since the junta's 2021 power grab.
