US-Russia Talks on Ukraine Peace Progress in Istanbul
Second round of diplomatic discussions signals potential shift in relations between Washington and Moscow.
On February 27, 2025, the second round of peace negotiations between Russian and U.S. officials commenced in Istanbul, Turkey, aimed at addressing the ongoing conflict in Ukraine.
This meeting follows the initial diplomatic engagement that began in Riyadh on February 18, involving U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov.
The discussions are taking place at the U.S. Consulate General in Istanbul.
Concurrently, Ukrainian President Volodymyr Zelensky is preparing for a visit to Washington, where discussions may center around an anticipated agreement regarding Ukraine's mineral resources.
Preparations are also being made for a potential meeting between U.S. President Donald Trump and Russian President Vladimir Putin, with Turkey expressing its willingness to facilitate this high-level dialogue.
The European Union remains vigilant regarding these developments, particularly following Trump's recent announcement of tariffs that have raised concerns among European leaders.
António Costa, President of the European Council, has acknowledged Turkey's strategic role in the region and the importance of collaborative efforts to achieve lasting peace in Ukraine and support a transition towards democracy in Syria.
In a message on social media, Costa expressed gratitude for Turkey's partnership within NATO and its candidacy for EU membership.
While the primary agenda for the Istanbul talks does not explicitly focus on peace negotiations, discussions are likely to encompass the future of U.S.-Russia relations, which have been strained in recent years.
Following the previous meeting in Saudi Arabia, Rubio and Lavrov indicated a desire to normalize embassy operations and enhance cooperation in economic and energy sectors, including Arctic and space collaboration.
Lavrov, while addressing a gathering in Qatar, noted that high-level diplomatic officials would engage in dialogue concerning the systemic issues stemming from previous U.S. administrations that hindered the Russian embassy's operations in Washington.
During a recent address to the Federal Security Service (FSB), President Putin expressed concerns regarding the influence of Western elites, whom he accused of attempting to obstruct the resumption of dialogue between the U.S. and Russia.
He asserted that these forces are intent on perpetuating global instability and disrupt the newly initiated discussions.
Despite these tensions, Putin highlighted the recent interactions with the current U.S. administration as a source of optimism, suggesting that Trump’s leadership may offer opportunities to rebuild interstate relations and address the extensive challenges facing international architecture.
