The ban, which disrupted millions of users, was linked to content violations involving gambling, drugs, and child abuse.
Instagram's parent company, Meta, had already removed almost 2,500 posts at Turkey's request earlier this year.
The government's action also included accusations that Instagram blocked condolence messages for Ismael Haniyeh, a Palestinian leader allied with President Erdogan, who was killed in Tehran in an attack blamed on Israel.
