President Trump Calls Upon the Defense Production Act to Boost U.S. Production of Critical Minerals

The executive order seeks to decrease dependence on foreign minerals, enhance national security, and promote domestic mining and processing.
On March 20, 2025, President Donald Trump enacted an executive order that invokes the Defense Production Act (DPA) to enhance domestic production of vital minerals needed for various industries, including electronics, renewable energy, and defense.

This initiative aims to lessen the United States' reliance on foreign suppliers, especially China, which currently holds a significant share of the global supply chain for these minerals.

The executive order empowers federal agencies to offer financial support, such as loans and grants, for the establishment and expansion of domestic mining and processing operations.

Additionally, it instructs the Department of Defense to investigate the potential construction of metals refining facilities at military installations to bolster national security by ensuring a stable supply of crucial materials.

The order highlights several essential minerals, including lithium, nickel, cobalt, and rare earth elements, which are fundamental in producing batteries, electronics, and military hardware.

The administration underscores the importance of securing a dependable domestic supply of these minerals for the nation’s economic success and security.

Alongside this effort, President Trump announced that the United States is ready to finalize a minerals and natural resources agreement with Ukraine.

This agreement is anticipated to enhance U.S. access to critical minerals while providing financial support to Kyiv amid its ongoing conflict.

The U.S. mining sector has praised the executive order, considering it a vital step toward revitalizing domestic mineral extraction and overcoming bureaucratic obstacles that have historically hindered mining ventures.

Industry leaders contend that simplifying permitting procedures and investing in infrastructure are essential for competing against global producers.

This action fits within the administration's larger strategy to secure supply chains for critical resources, promote energy independence, and strengthen the defense industrial foundation.
