This was highlighted in a _South China Morning Post_ report after a woman condemned a lenient penalty against PhD student Lai Changwei, who squirted semen on her with a pipette at a Hong Kong university, attributing his actions to stress.
Most of the 173 reported cases involved women, leading to widespread feelings of anxiety and depression among victims.
The incident involving Lai Changwei saw him fined HK$5,000 (equivalent to six hundred forty-two US dollars) for his actions caught on CCTV at Kowloon Tong campus.
Earlier, police arrested 43 people, including 31 students, related to criminal syndicates using money and drugs to entice youths into illegal activities.
