Canada Submits WTO Complaint Regarding U.S. Tariffs on Steel and Aluminium

Canada contests the tariffs that the U.S. has implemented on steel and aluminum imports, aiming to resolve the issue through the World Trade Organization.
Canada has formally lodged a complaint with the World Trade Organization (WTO) regarding the recent imposition of 25-percent tariffs on steel and aluminum imports by the United States.

These tariffs, implemented on March 12, 2018, by President Donald Trump, were enacted without exceptions, despite attempts by various nations to negotiate terms to prevent them.

The WTO has announced that Canada has sought dispute consultations concerning these tariffs, asserting that they breach U.S. trade obligations.

The organization noted, "Canada contends that the measures, which eliminate Canada's exemption from extra duties on specific steel and aluminum products and escalate duties on aluminum items, are incompatible with U.S. obligations."

As the top supplier of steel to the United States, with Brazil and the European Union as subsequent suppliers, Canada is heavily affected by these tariffs.

The United States depends on imports for nearly half of its steel and aluminum, which are crucial for a range of industries spanning from automotive manufacturing to beverage production.

The U.S. rationale for the tariffs is to protect the domestic steel industry from rising competition, especially from Asian markets.

The implementation of these duties is part of a wider trade strategy aimed at safeguarding U.S. manufacturing.

The request for consultations signifies the official commencement of a trade dispute that will unfold at the Geneva-based WTO.

This phase allows the parties involved to engage in discussions in hopes of resolving the matter amicably before potentially moving to more formal litigation.

If the consultations do not lead to a resolution within 60 days, Canada may seek further adjudication through a WTO panel.

This is not Canada's first challenge against U.S. tariffs; a separate complaint was submitted on March 4 regarding prior tariff measures taken by the Trump administration.

The situation is further complicated by Trump's extensive trade policy initiated shortly after he took office, which included calls for extensive tariffs on goods from Canada and Mexico related to immigration and drug trafficking issues.
