White Paper on Defense Designates Russia and China as Primary Threats to the EU

The European Union's defense strategy outlines critical challenges posed by Moscow and Beijing regarding security and stability.
Brussels – A recent White Paper on the future of European defense has explicitly identified Russia and China as potential enemies of the European Union, characterizing both nations as significant threats to regional stability and security.

The document highlights Russia's history of military aggression and its ongoing expansionist policies, stating, "Russia is an existential threat to the Union." The report emphasizes that regardless of any eventual peace agreement regarding Ukraine, the imperative to deter Russian armed aggression will continue.

The White Paper discusses the interconnected threats from both Russia and China, suggesting that even if a cease-fire is reached in Ukraine, Russia will likely persist in its military expenditures.

This assertion includes concerns over support from allies such as Belarus, China, and the Democratic People's Republic of Korea, which could amplify Russian military capabilities.

The document points out that Russia is deemed the immediate military threat to the EU, while the Chinese government is described as incrementally enhancing its military capabilities.

The European Commission acknowledges China's military growth, noting that "China possesses a first-rank military force with unprecedented maritime capabilities."

The growing Chinese military presence is recognized as affecting the strategic balance in the Indo-Pacific region, which in turn has implications for European security.

Contrary to previous expectations by EU Commission President Ursula von der Leyen regarding a cooperative relationship with China, the White Paper suggests that Beijing's role has shifted to that of a significant hybrid actor that poses varied threats to the EU.

Economic influence is also a critical aspect of the perceived Chinese threat, as the People’s Republic controls several European ports, thereby ensuring a strategic foothold that could jeopardize EU security.

Additionally, the document states, "China is using its complete toolbox of economic, military, and cyber measures to exert pressure on Taiwan and countries in the South China Sea." This region is notable for ongoing territorial disputes, including the Paracel Islands and Spratly Islands, both of which are claimed by multiple nations, intensifying regional tensions.

The significance of the South China Sea is further highlighted, as it is a vital corridor for global shipping, linking major economies in East Asia with the Indian Ocean.

The area also hosts substantial reserves of oil and gas, bolstering its geopolitical importance.

The European Commission has expressed concern that China's actions could undermine regional stability, with potential repercussions for global economic security.
