Putin Expresses Conditional Support for Ukraine Ceasefire Proposal

Russian President Vladimir Putin indicates agreement with ceasefire initiatives, but highlights numerous unresolved issues.
Russian President Vladimir Putin has publicly expressed his support for ceasefire proposals concerning the ongoing conflict in Ukraine, emphasizing that any agreement must pave the way for long-term peace.

Speaking at a press conference on March 13, 2025, Putin reiterated that the ceasefire must effectively address the fundamental issues underlying the conflict.

"We agree with the proposals for the ceasefire, but our position is based on the assumption the ceasefire will lead to a long-term peace," he stated.

Putin acknowledged the correctness of the ceasefire idea, yet raised concerns about logistical and verification challenges that would accompany such a pause in hostilities.

Putin suggested a dialogue with U.S. leaders, particularly President Donald Trump, to further discuss the ceasefire parameters.

"I think we need to talk to our American colleagues, maybe call President Trump and discuss it," he remarked.

During his remarks, Putin highlighted ongoing Russian military operations in the Kursk region, asserting that the situation in that area is under Russian control following incursions by Ukrainian forces.

He implied that while a 30-day ceasefire could benefit Ukraine, it may not serve Russia as effectively.

"If we ceased hostilities...

what would that mean?" he questioned, adding that there were significant uncertainties over how a ceasefire would be monitored and what assurances could be provided to prevent a resumption of hostilities shortly thereafter.

U.S. envoy Steven Witkoff is currently in Russia to negotiate the U.S.-brokered peace agreement and is expected to meet with Putin soon to discuss the terms of the potential ceasefire.

Witkoff's mission follows Ukraine’s expressed willingness to support a ceasefire at discussions held in Saudi Arabia.

Mr. Witkoff's visit follows remarks from Yuri Ushakov, an advisor to Putin, who characterized a ceasefire as an opportunity for Ukrainian forces to regroup amid claims of Russian military advances.

In parallel, Ukrainian President Volodymyr Zelensky criticized Russia's stance, stating ongoing military actions from Moscow demonstrate a lack of genuine interest in peace negotiations.

Zelensky emphasized that Ukrainian forces have no confidence in a ceasefire being honored, expressing concerns over Russia's tendency to set unacceptable conditions.

Compounding the uncertainty, Putin has been accused of employing delaying tactics in discussions concerning the ceasefire, with observers noting that his proposed conditions are potentially aimed at prolonging the conflict rather than resolving it.

Specific Russian demands reportedly include a cessation of military assistance to Ukraine from its allies and guarantees that Ukraine will not pursue NATO membership.

Amid the backdrop of these discussions, President Trump stated that the U.S. is keen to see a ceasefire established and is prepared to apply additional pressure on Russia if necessary.

During remarks at the White House, Trump expressed cautious optimism regarding the potential for a ceasefire, framing it as a humanitarian imperative that should prevent further loss of life.

As diplomacy unfolds, the situation in the battlefield remains fluid, with Ukrainian officials contesting claims of being encircled in the Kursk region, asserting that they are repositioning rather than facing encirclement as suggested by both Trump and Russia.

The engagement of international actors, especially the United States, is pivotal in shaping the trajectory of these negotiations.
